Overview

Spain taxes net wealth twice over, and the two taxes are designed to interact.

The first is the Impuesto sobre el Patrimonio (IP), created by Ley 19/1991. Its yield is ceded to the Comunidades Autonomas, which may set their own minimo exento, scale and bonificacion.

The second is the Impuesto Temporal de Solidaridad de las Grandes Fortunas (ITSGF), created by Ley 38/2022. It is a pure state tax, it is not subject to regional bonificacion, and under Apartado Quince it deducts the IP you actually paid. That is the whole design: it bites only where the IP did not, which is exactly where a region gave the tax away.

This calculator computes both, in the statutory order, and reports what the regional bonificacion is genuinely worth once the state has taken its share back.

How This Is Calculated

Step 1 -- Exempt the vivienda habitual. The engine exempts the lesser of the primary residence value you entered and EUR 300,000 (Art. 4.Nueve). The statutory EUR 300,000 is per owner; the engine applies one cap to the single value you type in, so a jointly owned home should be entered as your share.

Step 2 -- Build the base imponible. Gross assets minus deductible debts minus the exempt residence slice, floored at zero.

Step 3 -- Build the base liquidable. Base imponible minus the minimo exento (EUR 700,000 by default, Art. 28), floored at zero. If your region sets a different figure, you type it in; the engine holds no table of regional minimos.

Step 4 -- Run the Art. 30 state scale. The base liquidable is taxed through the eight state bands, 0.2% rising to 3.5%, to give the cuota integra. The engine always uses the state scale. It holds no regional scales.

Step 5 -- Apply the Art. 31 joint limit, if you supplied IRPF figures. This step runs only when you enter an IRPF taxable base above zero. If IRPF cuota integra plus IP cuota integra exceeds 60% of your IRPF taxable bases, the excess reduces the IP cuota, but the reduction can never exceed 80% of that cuota, so at least 20% always survives. Leave the IRPF inputs at zero and the engine applies no reduction at all.

Step 6 -- Apply the regional bonificacion. The percentage you entered is applied to whatever survived Step 5, and that amount is subtracted. This is the IP actually payable.

Step 7 -- Compute the ITSGF cuota. The same base imponible from Step 2 is reduced by the ITSGF's own EUR 700,000 minimo exento and run through the Ley 38/2022 scale: 0% up to EUR 3,000,000, then 1.7%, 2.1% and 3.5%. Note the Art. 31 reduction and the bonificacion do not touch this base.

Step 8 -- Deduct the IP actually paid. The lesser of the ITSGF cuota and the IP payable from Step 6 is deducted. Whatever remains is the solidarity tax payable, floored at zero.

Step 9 -- Add the two. IP payable plus ITSGF payable is the total wealth tax burden. The effective rate divides that total by net wealth (gross assets less debts, before any exemption).

Worked Example

EUR 3,000,000 of gross assets, no debts, a EUR 400,000 vivienda habitual, minimo exento EUR 700,000, bonificacion 0%, no IRPF figures supplied.

Step 1 -- Exempt the residence. min(EUR 400,000, EUR 300,000) = EUR 300,000 exempt

Step 2 -- Build the base imponible. EUR 3,000,000 - EUR 0 - EUR 300,000 = EUR 2,700,000

What This Does Not Account For

  • The engine holds no table of regional rules. Every autonomous-community variation reaches the calculation only through two inputs you supply: the minimo exento and the bonificacion percentage. There is no lookup by region, no regional scale, and no automatic Madrid or Andalucia setting. If you leave the defaults alone you are pricing the state framework.
  • Regional scales are not modelled at all. Step 4 always runs the Art. 30 state scale. A region that has enacted its own rates (rather than a rebate) will produce a different cuota than this page shows, and the input set gives you no way to express that.
  • Regional bonificaciones move. Madrid, Andalucia, Extremadura and Cantabria have used 100% in recent years; Cataluna, the Comunidad Valenciana and the Balearics 0%. Several regions have changed the figure more than once since 2022. Confirm your own region's current percentage with your Comunidad Autonoma before relying on the result.
  • Regional minimos exentos likewise. The default is the EUR 700,000 state figure. Cataluna has used EUR 500,000, and Extremadura and Aragon higher figures for disabled taxpayers. Nothing is looked up.
  • The vivienda habitual cap is per owner in the statute but applied once here. Enter your own share of a jointly owned home rather than its full value.
  • The exencion de empresa familiar (Art. 4.Ocho) is not modelled. Qualifying business and shareholding exemptions, often the largest single exemption in a Spanish estate, must be excluded from the gross assets figure by hand.
  • Non-residents are not modelled. Under obligacion real there is no Art. 28 minimo exento reduction and no Art. 31 60% limit.
  • Asset valuation is yours. The engine takes the gross assets figure as given. Ley 19/1991 requires property at the highest of cadastral, acquisition or checked value, listed shares at the Q4 average trading value, and deposits at the higher of the year-end balance or the Q4 average.
  • The Art. 31 limit is skipped unless you supply an IRPF taxable base. With it left at zero the calculator prices the tax as though the 60% limit never applies.

Common Pitfalls

  • Believing a 100% bonificacion means no tax. For a large fortune the ITSGF deducts only the IP actually paid, so a full regional rebate simply shrinks that deduction and hands the money to the state instead. The calculator reports the clawback and the genuine net benefit separately.
  • Applying the minimo exento before the residence exemption. The order is fixed: residence exemption first, giving the base imponible, then the minimo exento, giving the base liquidable.
  • Assuming the ITSGF uses the same base liquidable as the IP. It uses the same base imponible with its own EUR 700,000 minimo exento, and neither the Art. 31 reduction nor the bonificacion touches it.
  • Forgetting the 80% floor in Art. 31. The 60% joint limit can never wipe out more than 80% of the cuota, so an asset-rich, income-poor taxpayer always pays at least 20% of it.
